The number you agree on with the dealer is not the number you drive away paying. Pennsylvania adds sales tax and PennDOT adds title and registration fees, and those are the same at every dealer in the state, so they are worth knowing before you shop. Why buying in Westmoreland beats crossing into Allegheny
Sales tax follows where the vehicle is titled, and the rate is not the same across the county line. Westmoreland County and Fayette County sit at Pennsylvania's base 6%. Allegheny County adds one point, to 7%, and the City of Philadelphia adds two, to 8%. On a $30,000 purchase that one-point difference is $300, so a buyer who lives in or titles in Westmoreland keeps money that an Allegheny County buyer does not. It is one of the quieter reasons the drive to a Westmoreland dealer can pay for itself.
The Westmoreland versus Fayette wrinkle
The $5 Fee for Local Use is set county by county. Westmoreland is one of the participating counties, so it is collected at registration and each renewal. Fayette County is not on PennDOT's participating list, so a Fayette registration skips it. Both counties still sit at the same 6% sales tax, so the practical difference between the two is only that $5 a year.
The ongoing costs after you buy
Pennsylvania requires an annual safety inspection for every registered vehicle, and the Pittsburgh-area counties, Westmoreland and Allegheny among them, also require an emissions inspection. Those are done at licensed stations and are separate from the purchase. A dealer also charges a documentation fee for handling the title and registration paperwork; that fee is set by the dealer within state limits and is separate from the PennDOT amounts above.
